Perinatal Substance Use Collaboration & Policy Action Map
The Perinatal Substance Use Collaboration & Policy Action Map and the associated resources were developed by the Association of Maternal & Child Health Programs (AMCHP) with support from the Foundation for Opioid Response Efforts (FORE) and Perigee Fund. The Action Map and its companion resources are designed to show what a strong perinatal substance use system can look like and help people and organizations see how their work fits into the bigger picture, strengthen collaboration, advance effective policies, and drive systems change.
Process Overview
Convene cross-sector experts
AMCHP brought together more than 20 experts to engage in systems mapping activities that identified characteristics of an ideal perinatal substance use system and the resources needed to get there.
Data collection and synthesis
AMCHP synthesized data from stakeholder surveys, convening notes, grey literature, and existing research to identify sector-specific actions and broader policy and collaboration levers to improve conditions for families.
Stakeholder feedback
Draft materials were refined through two virtual feedback sessions with partners and an asynchronous feedback survey.
Center family perspectives
AMCHP consulted with individuals with personal experience of perinatal substance use to ensure that action map recommendations aligned with the visions of those most impacted.

The Perinatal Substance Use Collaboration & Policy Action Map shows what an ideal perinatal substance use system might look like. In addition to mapping out key system actors and guiding values, the map offers specific collaboration and policy recommendations to help system actors work together to advance effective perinatal substance use policies.
