The Title V Federal-State Maternal and Child Health (MCH) Partnership Meeting is the primary federal-state convening to support implementation of the Title V MCH Services Block Grant. As a required meeting for states and jurisdictions receiving Title V-funding, it brings together federal staff, state Title V MCH and Children with Special Health Care Needs (CSHCN) Directors and staff, family and community representatives, technical assistance partners, and other MCH leaders to receive federal guidance, exchange promising practices, strengthen partnerships, and to discuss implementation strategies needed to carryout grant activities and support measurement and evaluation of national performance measures.
The annual convening of the State Systems Development Initiative (SSDI) program, which provides data capacity support for the Title V MCH Services Block Grant, is held in conjunction with the Title V Federal-State MCH Partnership Meeting.

Who should attend?
Attendance at the Title V Federal-State MCH Partnership Meeting is an important component of successful implementation of the Title V MCH Services Block Grant. As stated in each state and jurisdictions’ Notice of Award, MCH and CSHCN Directors must attend. Attendance is also required for SSDI state representatives.
States and jurisdictions can determine if they would like additional staff beyond the MCH/CSHCN Directors and SSDI. Suggested additional meeting participants include family and community leaders, block grant coordinators, etc. States/jurisdictions with questions can reach out to their HRSA Division of State and Community Health (DSCH) Project Officer.
Meeting Content
Meeting content will be guided by the Title V MCH Services Block Grant Guidance and informed by state-identified needs across all population domains (Women’s/Maternal, Perinatal/Infant, Child, Adolescent, and Children and Youth with Special Health Care Needs). The meeting will emphasize practical, state-led discussions, facilitated problem-solving, and promising practices that support implementation of the Title V MCH Services Block Grant. Throughout the meeting, participants will explore strategies to strengthen implementation of the Title V National Performance Measures, build workforce capacity, strengthen partnerships across Title V and other maternal and child health investments, and address emerging opportunities and challenges affecting Title V programs. Illustrative session topics may include:
- Financing Title V work and sustaining MCH programming
- State prioritization of programs and initiatives
- Systems-level work versus direct-service models
- Medicaid changes and policy navigation
- Care coordination
- Rural health and access
- MCH emergency preparedness and response
- Family and youth engagement
- Community conditions and non-medical drivers of health
Location
All meeting activities will take place at the Hilton Washington D.C./Rockville Hotel & Executive Meeting Center, located at 1750 Rockville Pike, Rockville, Maryland. The negotiated federal-state meeting room rate is $179 per night (plus applicable taxes and fees). Complementary self-parking is available for up to 15 vehicles.
The closest airports are Ronald Reagan Washington National Airport (DCA), Washington Dulles International Airport (IAD), and Baltimore/Washington International Airport (BWI).

Meeting Registration & Hotel Registration
HRSA/MCHB will email a letter regarding the Partnership Meeting to all Title V MCH and CSHCN Directors. The letter includes the link to register for the meeting.
All prospective attendees should first complete the online meeting registration form to secure their place at the event. Upon completion of the meeting registration form, attendees will receive the link to reserve hotel accommodations at the conference rate.
Food During the Meeting
All meals will be on your own, and you should be eligible to receive per diem according to your state/jurisdiction’s guidelines. The per diem rate for Washington DC at this time is available below:

There will be 90-minute lunch breaks on Tuesday and Wednesday and the meeting concludes by 4:30PM on Wednesday. Additionally, very light refreshments and drinks (coffee, tea, water) will be served during breaks between sessions, including vegetarian, vegan, and gluten-free options. The hotel’s kitchen will be made aware of the dietary restrictions and allergens shared during the registration process and will be able to meet all requested needs, including preventing cross-contamination.
