New MCH Journal Article Featuring AMCHP Staff: Strengthening Collaboration Between Community-Based Organizations, State Title V Agencies, and Funders by Uplifting Community-Rooted Evidence
AMCHP staff recently published a new research article on community-rooted evidence (CRE) in maternal and child health. The article explores how community-based organizations and Title V agencies can build stronger, more trusting relationships — and how funders can better recognize evidence that comes directly from communities, like storytelling, qualitative data, and community-defined measures of success.
The article, co-authored by AMCHP’s Laura Powis, Ellisa Alvarez, Lynda Krisowaty, Ollie Kuo, and Noeli Vasquez, is published as part of the Community-Led Solutions to Build Safer Places to Birth Special Issue in the Maternal and Child Health Journal. It’s open access, so we invite all to read for free and share with your networks.

Lunch & Learn: Navigating SNAP for Youth Aging Out of Foster Care – Impacts and Opportunities for Action
Youth and young adults aging out of foster care may face significant challenges maintaining access to Supplemental Nutrition Assistance Program (SNAP) benefits, creating a “benefit cliff” that can affect food security, health, and long-term well-being. Join AMCHP on July 14 from 12 – 1 PM ET for a Lunch & Learn exploring SNAP’s effectiveness in supporting food security and well-being, eligibility and enrollment barriers, the potential impact on young people and state systems, data sources that can help assess need and burden, and emerging policy and programmatic approaches.
Learning Objectives
- Describe how SNAP eligibility and enrollment policies affect youth and young adults aging out of foster care.
- Recognize common barriers to enrollment and benefit retention experienced by youth aging out of foster care.
- Explore policy, programmatic, and cross-sector strategies that may help improve food access and support health in adulthood.
- Identify data sources and indicators that can be used to assess the potential impact of SNAP benefit loss on youth and young adult populations.

Policy Alert: House Committee Passes Legislation with Promising Gains and Notable Concerns for MCH Funding
On June 9, the House Committee on Appropriations approved its fiscal year (FY) 2027 Labor, Health and Human Services, Education, and Related Agencies (LHHS) funding bill.
Select provisions in the bill include an $11.3 million proposed increase for the Title V MCH Block Grant (Title V) state formula fund, a $9 million proposed increase for Title V’s Special Projects for Regional and National Significance (SPRANS), and a $2 million proposed increase for the Centers for Disease Control and Prevention (CDC) Safe Motherhood/Infant Health line which funds an array of maternal and child health initiatives. However, the bill also proposes the complete elimination of Healthy Start and a reduction in funding for CDC’s National Center on Birth Defects and Developmental Disabilities (NCBDDD).
