The NC School Medicaid Toolkit is a comprehensive, plain-language implementation resource developed to help public school districts navigate and operationalize school-based Medicaid programs. Designed for school administrators, mental health providers, finance staff, Medicaid coordinators, and student support teams, the Toolkit translates complex Medicaid policies, billing requirements, and compliance processes into practical, actionable guidance. Through step-by-step instructions, templates, workflows, process maps, checklists, and implementation tools, the Toolkit supports districts in building sustainable systems that expand access to school-based mental health
services for children and adolescents—particularly in rural and under-resourced communities.

The Toolkit serves as the foundation for the Medicaid Learning Collaborative, a structured coaching and peer-learning model that helps districts strengthen implementation capacity, improve compliance, and maximize Medicaid reimbursement opportunities. Grounded in implementation science, Multi-Tiered Systems of Support (MTSS), and principles of access for all and health literacy, the Toolkit was intentionally designed to reduce knowledge and administrative barriers that often prevent schools from accessing available healthcare funding. By simplifying technical terminology and supporting cross-functional district collaboration, the resource enables schools to reinvest Medicaid funds into expanded behavioral health staffing, prevention services, and student supports. Early implementation outcomes demonstrated increased district confidence across Medicaid program processes, improved Random Moment Time Study participation, and significant increases in students receiving school-based mental health services.
