Congress Passes Funding for MCH Programs

On February 3, Congress passed H.R. 7148, the Consolidated Appropriations Act, 2026, which includes the fiscal year 2026 (FY26) Labor, Health and Human Services, and Related Agencies (LHHS) appropriations bill. The legislation was passed following a brief partial government shutdown, including at the Department of Health and Human Services, stemming from disagreements over Department of Homeland Security funding.

As noted previously, select provisions in the bill include: 

  • $818.7 million for the Title V Maternal and Child Health (MCH) Services Block Grant; 
  • Restored funding for Healthy Start with an increase to $145.25 million;  
  • $113.5 million for CDC’s Safe Motherhood Infant Health portfolio;  
  • $23 million for CDC’s Surveillance to Emerging Threats to Mothers and Babies (SET-NET); and  
  • The Preventing Maternal Deaths Reauthorization Act. 

The legislative package now heads to President Donald Trump’s desk for signature. Once signed into law, HHS funding will be appropriated through September 30, 2026. 
 
As Congress now turns its attention to FY27 funding bills, the Association of Maternal & Child Health Programs (AMCHP) continues to press for robust funding increases to MCH programs, including $1 billion for the Title V MCH Block Grant.
