The Maternal Quality and Safety Toolkit for Rural and Frontier Hospitals in Colorado is a flexible resource that helps rural hospitals and clinics deliver safer, more coordinated maternal care despite the staffing, geographic, and infrastructure realities of rural settings. Developed by the Colorado Perinatal Care Quality Collaborative (CPCQC), the toolkit responds to a clear gap: most maternal safety frameworks, including the Alliance for Innovation on Maternal Health (AIM) Patient Safety Bundles, assume staffing patterns and specialty coverage that rural and frontier hospitals do not have. The toolkit translates those national priorities into something rural teams can actually use.

The toolkit pairs three setting-specific readiness assessments — for outpatient clinics, labor and delivery units, and emergency departments — with a curated resource library, validated screening tools, and patient- and provider-facing quick-reference materials designed to apply across care settings and through the full year postpartum. Teams use the assessments to identify their most pressing gaps, then draw on the resource library, quick-reference materials, and CPCQC technical assistance to act on the highest-impact items. By treating the emergency department as an integral part of the maternal care pathway, embedding referral and social-support resources alongside clinical content, and aligning with AIM bundle work already underway statewide, the toolkit helps rural hospitals and clinics operationalize whole-person maternal safety as a routine part of care.
