Today, the House of Representatives passed a short-term Continuing Resolution (CR) by a 370-48 vote – the same version that was passed by the Senate on August 8. Once signed into law by the President, this CR will avert a government shutdown, extending federal funding at fiscal year 2026 (FY26) levels through December 11, 2026. In addition to extending FY26 funding, the bill also includes provisions specific to nutrition assistance programs:
- Continues Supplemental Nutrition Assistance Program (SNAP) funding at current program levels and allows for a 30-day grace period for mandatory payments; and
- Allows for necessary spending to maintain participation in the Special Supplemental Nutrition Program for Women, Infants, and Children (WIC).

Notably, this CR also includes a provision to delay the implementation of an Office of Management and Budget (OMB) Proposed Rule that would drastically change the Uniform Guidance, a government-wide framework that governs how federal grants are administered, until December 11 as well. AMCHP submitted comments in response to the OMB Proposed Rule, and the full comment letter can be viewed here.
AMCHP continues to press for robust funding increases to maternal and child health programs, including $1 billion for the Title V Maternal & Child Health Services Block Grant, comprised of $745 million for the Title V state formula fund and $244.7 million for the Special Projects of Regional and National Significance (SPRANS) portion of Title V.
